Salary:
R635 874 per annum.
This all-inclusive remuneration package consists of a basic salary, the State’s contribution to the Government Employees Pension Fund and a flexible portion that may be structured in terms of the applicable rules. The successful candidate will be required to sign a performance contract. The post requires an energetic dynamic person to strategically manage and lead the Information and Communication Technology (ICT) component of the Department. Its principal roles are to formulate the technology strategy and the technology architectural direction for the Department, agree standards, product recommendations and ensure compliance to solution design, lead, manage and take senior management accountability for the computing environment and the overall architecture, including the business aspects and modeling of the solutions; Create and develop the vision, strategy and plans for the above environment as well as management of the output. The incumbent will also be expected to manage South African Diplomatic Missions throughout the world with regard to IT Infrastructure and support.
Requirements:
A relevant post degree Information Technology qualification.
Understanding of the business principles and IT Governance (understanding thereof in the Public Service will be an added advantage).

Essential Duties and Responsibilities:
Strategic leadership and management of the ICT Business Unit.
As a member of the Senior Management of the Department, the CIO will have full accountability for the effective and efficient IT Deployment.
An understanding of the Transversal Systems and interaction with the Government Agencies.
Own all IT systems, related enhancements and developments.
Development of the IT strategy and associated implementation plans that influence and optimises both short and long business objectives of the Department.
Formulate the business design and business architecture framework for the Department.
Track and realise the business opportunities offered by new and emerging technologies.
Represent the Department at various external IT bodies.
Raise the Department external profile of the Architecture and Technology Strategy capability and usage.
Drive the Group Architectural Forum through which technology direction and associated technology standards and products are proposed and agreed.
Formulate together with the IT team the information technology governance and structural models that facilitate collaborative working relationships both inside and outside the organization, including other Government Agencies.
Ensure adherence to policies and procedures.
Ensure availability, support and maintenance of all systems in accordance with its business criticality.
Deliver projects in accordance with business requirements and agreed project timelines.
Define, negotiate and manage agreements with external vendors / suppliers in conjunction with the Procurement division, ensuring optimal value and protection of the Department interests.
