CHIEF DIRECTORATE: INTERNAL AUDIT
DIRECTOR: FORENSIC AUDITING AND RISK MANAGEMENT
Total salary package:
R719 613 per annum.
This all-inclusive remuneration package consists of a basic salary, the State’s contribution to the Government Employees Pension Fund and a flexible portion that may be structured in terms of applicable rules. The incumbent will be required to sign a performance contract.

This position, within the Internal Audit Unit of the Department of International Relations and Cooperation, has been established for the purposes of managing special “forensic audit” assignments and special investigations on behalf of the Department, as well as to assist in developing and updating the Risk Management Policy, Strategy, Plan and co-ordinate and facilitate the Risk Assessment for the Department.
Requirements:
- Applicants must be in possession of an NQF level 6 or equivalent qualification in Auditing, Internal Auditing or Law
- Five or more years experience in management
- In-depth knowledge of the Standards for the Professional Practice of Internal Auditing
- Registration as a CA, CIA or admittance as an Attorney will be an advantage
- Membership with the Professional Practice of Internal Auditing.

- Extensive knowledge of business management processes and methods
- Extensive knowledge of Information Technology systems development
- Ability to work independently and under pressure.
Duties:
- Receive, co-ordinate and process all requests for forensic and special assignments to be conducted on behalf of the Department
- Ensure that forensic audits and special assignments are performed timeously and in accordance with appropriate, applicable legal frameworks
- Gather and process evidence to facilitate disciplinary hearings to be used for possible litigation purposes
- Assist the Department in implementing Enterprise-wide Risk Management
- Assist the Department in updating the Risk Management policy, Risk Management Strategy and Risk Management plan annually
- Facilitate risk assessment sessions and assist in updating the Departmental Risk Profile annually
- Assist in other internal auditing, performance auditing, contract auditing, performance information auditing and Information Technology audit assignments, as and when necessary
- Manage, lead and direct the Forensic Auditing and Risk Management Component of the Internal Audit function
- Prepare the Internal Audit Strategic Plan and the yearly Operational Plans
- Develop appropriate audit approaches and methodologies of the Public Finance Management Act, 1999, Treasury Regulations and the Standards for the Professional Practice of Internal Auditing
- Perform and manage special audits
- Guide, train and develop staff.

- Experience in Supply Chain Management, including general financial practices such as budgeting and experience in Procurement.

- A thorough understanding of the Public Finance Management Act, 1999 (Act 1 of 1999) (PFMA), the Preferential Procurement Policy Framework Act, 2000 (Act 5 of 2000) (PPPFA) and Broad-Based Black Economic Empowerment (BBBEE) policies and other related prescripts
- Knowledge of and experience in dealing with the relevant legislative environment, procurement processes and relevant prescripts in Government
- Experience in working in the LOGIS system environment
- Report writing and presentation skills

Duties:
- The incumbent will be responsible for the strategic management of the Directorate: Supply Chain Management
- This will include the management of demand, acquisition and logistics processes involved in the procurement of goods and services
- Ensure the Development of Demand Management Plans and that all procurement in the Department is conducted in line with the said plans
- Ensure that goods and services are obtained in the most economical and efficient manner to the best advantage of the Department
- Ensure that the Directorate adheres to all applicable legislation and procurement policies and procedures, including the PPPFA, the PFMA and the BBBEE
- Ensure effective and efficient functioning of all Departmental Bid Evaluation and Adjudication committees
- Provide advice and guidance to the business units in preparing and managing all Departmental contracts and Service Level Agreements
- Provide advice and guidance to business units with regards to the drafting of specifications and/or terms of reference for bids and quotations and interact with the said business units in the procurement process
- Ensure that all relevant management reports, including National Treasury reports, are submitted within deadlines as required
- Ensure proper management of Human Resources within the unit.
